Issue description

"Configure fields" pop-up which becomes available when user activates "Create issue" modal is not accessible via keyboard with Tab and up/down keys. Focus does not move to the first interactive element i.e "All" or "Custom" link when this pop-up appears on page.

STR

1. Activate "Create issue" link present in header region.
2. Activate "Configure fields" button and Observe pop-up gets display on page.

Actual Behaviour

When user activates "Configure fields" button, a pop-up gets appear on a page which is not accessible with keyboard keys i.e Tab and up/down keys. Focus does not move to the first interactive content of pop-up i.e "All" or "Custom" link, it remains on "Configure fields" button. As a keyboard only and screen reader user will not be able to interact with it effectively.

Expected Behaviour

When user activates "Configure fields" button and it displays pop-up on a page, then focus should move to the first interactive element i.e "All" or "Custom" link. Screen reader and Keyboard only users should be able to interact with it when they navigate using Tab or up/down keys.
