Issues Page : Success message is not announced when user successfully adds attachment on a page.

    Issue description

    When user successfully adds attachment on "Issues" page, a success message gets pop-up on page and it is not announced by screen reader.

    STR :

    1. Launch URL
    2. Turn on screen reader and navigate to "Issues" link from left navigation menu.
    3. Navigate to any issue key such as "JIR-2" and activate it.
    4. Navigate until you get "Browse" button in main content area. Add attachment and observe success message gets pop-up when you add attachment successfully but this success message not getting announce by screen reader.

    Actual Behaviour

    In Chrome/Jaws and NVDA/Firefox when user adds attachment on "Issues" page a success message gets pop-up on screen but screen reader does not make announcement for that. As a result screen reader users will unaware of it and they have to navigate back inorder to know the status of attachment added successfully or not.

    Expected Behaviour

    Success message should be announced when user successfully adds attachment on a page. When content has been updated with information about the user's or application's status. This is done by adding role="status" to the element that contains the status/success message. The aria live region role of status has an implicit aria-live value of polite, which allows a user to be notified via screen reader when status messages are added/displayed on page.
