Open issues page: Selected state of list item (ticket) is not known to screen reader users

Steps to reproduce:

1. Navigate to and activate "Projects" link from the banner region and select any project.
2. Navigate to and activate the "Issues" link from the left navigation menu.
3. With the screen reader running in background, navigate to the active ticket in the list.

Actual behaviour:

The activated ticket can be differentiated visually as it has a blue background surrounding it and the details of the ticket being displayed in the main region, although this information is not perceived by screen reader users. Screen reader users are unaware of the selected state of the activated ticket as it is not announced to them.

Expected result:

Selected state of the active ticket should be announced for screen reader users when it receives focus. This can be acheived by adding aria-current="true" to the <a> element of that ticket.
