Issue Description

Inappropriate aria-label such as "Go to home page" is provided for "Jira" logo image which is present in header region on "System Dashboard" page.

Steps to reproduce

1. Turn on screen reader and navigate to "System Dashboards" link present in header region and activate it.
2. Navigate to "View System Dashboard" link and activate it.
3. Navigate to "Jira" logo image and observe screen reader announcement.

Actual Behaviour

The screen reader make announcement as "Go to home page" for "JIRA" logo image which is inappropriate. As a result it will be very confusing experience for screen reader users

Expected Behaviour

The aria-label for "JIRA" image logo should be "Go to Jira Home page" which will be appropriate and descriptive. It will help screen reader users to understand the purpose of image link and to interact with it effectively

Alternatively for now remove aria-label attribute so that the image alt will be announced by screen reader as expected.
