System Dashboard page : Link role is not defined for "list view" and "full view" icons present in "Activity stream" section.

Issue Description

On "System Dashboard" page, the role="link" is not defined for interactive elements "list view" and "full view" icons present in "Activity stream" section. These icons are announcing as "List view group" and "Full view group" inappropriately.

STR

1. Turn on screen reader and navigate to "Dashboards" menu pop-up link present in header region and activate it.
2. Navigate to "View System Dashboard" link and activate it.
3. Navigate to "List view" and "Full view" links present in "Activity stream" section and observe screen reader announcement.

Actual Behaviour

The link role is missing for interaction icons such as "List view" and "Full view" icons. As a result screen reader may not be able to identify the links in the content as links. They are recognizing as interactive controls but still not recognize as links. Such elements do not appear in the links list generated by user agents or assistive technology.

Expected Behaviour

The role="link" should be provided for both interactive controls i.e "List view" and "Full view" icon which will help screen reader users to understand the purpose of this interactive elements and to interact with it effectively.
