Create Project Modal : Inaccessible by keyboard and no conforming alternate.

Issue Summary

The "View Marketplace Workflows" link, "Software" and "Business" interactive content does not receive keyboard alone and screen reader focus.

Location: Present in the main content area of the modal.

Element: "View Marketplace Workflows" link, "Scrum software development" link," Kanban software development" link and "Project management" link", "Project management" link, "Task management" link and "Process management" link, etc.

Steps to Reproduce

1. In the Jira dashboard, Navigate to the "Project " menu link in the header section.
2.  Navigate to "Create Project" and activate it
3. A Create Project modal will appear.

Actual Results

In the Create project modal, while navigating the focus moves in the background and not inside the modal, but the focus is available on the "Import a project|Create with shared configuration| Create sample data " links and "Next" and "Cancel" button in the end after the background content is navigated.
The "View Marketplace Workflows" link, "Software" and "Business" interactive content does not receive keyboard alone and screen reader focus. Whereas the list elements and the links are interactive and selectable with mouse click.

The link "View Marketplace Workflows" is given a tabindex of "-1" which does not allow the focus to go on the link.

This makes it keyboard-only and screen reader users difficult to access element in the modal to select the Software and Businesses.

Expected Results

Following are the expected keyboard interactions.

• The interactive element such as the "View Marketplace Workflows" link, "Software" and "Business"  content should be able to receive keyboard focus and the screen reader should announce when the content is selected.
• The elements should be selected with the Space key.
• The focus should remain on the selected element.
• When the Create modal is active the focus should remain in the modal itself and should not navigate in the background content.

Workaround

Currently, there is no known workaround for this behaviour. A workaround will be added here when available.
