      Issue Summary

      Documentation does not clearly state that the cleanup feature is only for data center or cloud applications.

      The below documentation does not say that this feature is specific for datacenter applications:  https://confluence.atlassian.com/clean/clean-up-your-jira-instance-1018788592.html

      This feature is also not mentioned in the feature comparison documentation as well: https://confluence.atlassian.com/enterprise/jira-server-and-data-center-feature-comparison-953651628.html

      Steps to Reproduce

      1. Install a Jira server instance.
      2. Go to Jira Administration > System. You will not be able to see a cleanup option.
      3. But in the datacenter version of Jira, the cleanup option is available in Administration > System

      Expected Results

      The documentation needs to clearly say that this feature is not available for Jira Server installations.   Needs correction in the below 2 docs :

      Actual Results

      No mention in the documentation that it is not available in Jira Server installations.
