add "Cancel" button on initial Create New Issue page

      currently, (JIRA version 3.2.2, #90), there is no way to cancel out of the first page of the Create New Issue wizard. This functionality would be nice because someone might accidently click this link. Yes, on the second (& last) page of the wizard, it is possible to cancel the new issue.
