Backlog - Versions and Epics panels : filter, create & close elements are not accessible for Keyboard only users.

Issue Summary

On backlog page, the elements such as "Filter", "Create" & "Hide", etc present inside "Versions" & "Epics" panels are not accessible with keyboard.

Note: These elements appear only with mouse hover state.

Steps to Reproduce

1. Navigate to Jira dashboard page.
2. Navigate to any project inside Jira.
3. Navigate to the backlog page. 
4. Navigate to the "Epics" & "Versions" elements in main content & activate them.
5. Navigate to "Filter", "Create" & "Hide" elements inside the panels.

Actual Results

While navigating with keyboard, when user navigate inside "versions" & "epics" panels, the elements such as "Filter", "Create" & "Hide", etc does not receive keyboard focus. Also the elements only appear on mouse hover.

Expected Results

Ensure that the elements such as "Filter", "Create" & "Hide", etc  receive keyboard focus when user navigate inside "versions" & "epics" panels via Keyboard.

Currently the elements only appear on mouse hover. But ensure that the elements are visible on keyboard focus as well.

Mark the "Filter", "Create" & "Hide", etc elements inside native <button> element.

Currently there is no known workaround for this behavior. A workaround will be added here when available
