Description
Issue Summary
On reports page, the link "How to read this chart" does not get activated via keyboard & screen reader doesn’t announce the current state of the element.

Steps to Reproduce
- Navigate to Jira homepage.
- Navigate to any project inside Jira.
- Navigate to the reports page.
- Navigate to "Switch report" dropdown & activate any report type. For Example : "Cumulative Flow Diagram".
- Navigate to "How to read this chart" link in main content.
Actual Results
While navigating with keyboard, when user navigate to "How to read this chart" link in main content, it does not gets activated with keyboard enter/space keys. Also screen reader doesn’t announce the state of the element i.e expanded or collapsed.
When user activates the "Hide this information" button, the focus goes to date dropdown element incorrectly.
This makes keyboard only users difficult to access the information present under the link.
Expected Results
The "How to read this chart" element should get activated via keyboard enter/space keys. It should be coded as a <button> element instead of link.
Provide aria-expanded="false" attribute to the button & and it should toggle between "true" or "false" as per user interactions.
When user activates the "Hide this information" button the focus should be set back to triggering element i.e. "How to read this chart" button.

Workaround
