Description
Issue Summary
On search issues page, the 'Filter actions (...)' button (which appears when user hover mouse over any of the favourite filters) is not accessible with keyboard.

Steps to Reproduce
- Navigate to Jira homepage.
- Navigate to 'Issues' button in the header section & activate it.
- Activate 'search for issues' link from the menu.
- Navigate to any link under 'Favourite filters' on left navigation.
Actual Results
Although when user hover the mouse over any of the favourite filter link, the filter actions button is displayed, but with keyboard, when user navigate to any of the favourites filter links for example : 'Test 2', the filter actions button doesn’t receive keyboard focus.
This makes keyboard only user difficult to access the filter action button & its functionality associated.
Expected Results
The 'filter actions (...)' button must be accessible by keyboard. When the filter link receives focus the filter action button should also become available for keyboard users.

Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
