Total count of values under the Multi-Select User-Picker/Group Picker Custom field incorrectly appears to be incremented by 1 every time a Single Click is done to edit the values without adding any user/group

Issue Summary

If we have a multi-select user-picker/group-picker field with some existing values, then the count of values incorrectly appears to be incremented by 1 every time a Single Click is done to edit the existing set of values even without adding any user/group count of values

Steps to Reproduce

Create a multi-select user-picker field.
Create an Issue and add a few users to the field
Single-click to edit the custom field values from the issue-view, do not add any user.
Click anywhere on the screen

Expected Results

No changes in the custom field values

Actual Results

User count appears to increment by 1

Workaround

Refresh the Issue
Edit the field again and confirm the changes by pressing the tick mark.
