Linked issue list in XLS export isn't created properly

    Description

      When doing an export to excel, the Issue Links column only displays HREF's for single links.

      e.g.
      JRA-6070 will render properly (the appropriate link to the issue is added)

      JRA-6070, JRA-6070, JRA-6070 will not (no links)
