XML Export of issues via jiraxml2html.xsl no longer works

Issue Summary

In the searchrequest-xml-header.vm file under '<Jira_Install>atlassian-jira\WEB-INF\classes\templates\plugins\searchrequestviews' folder if the line <?xml-stylesheet href="${requestContext.baseUrl}/styles/jiraxml2html.xsl" type="text/xsl"?> is uncommented the export fails with either a blank page or hits an error "Error loading stylesheet: An unknown error has occurred (805303f4)"

Steps to Reproduce

1. Install and setup Jira 8.19.0 with internal database
2. AFter successful setup, stop Jira
3. Uncomment the line <?xml-stylesheet href="${requestContext.baseUrl}/styles/jiraxml2html.xsl" type="text/xsl"?> from searchrequest-xml-header.vm file under '<Jira_Install>atlassian-jira\WEB-INF\classes\templates\plugins\searchrequestviews' folder
4. Start the Jira
5. On the search issues page try to export via the XML option

Expected Results

Load the page with the expected style sheet

Actual Results

Error loading stylesheet: An unknown error has occurred (805303f4)

A blank page

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
