Issue Summary

Exact match search should be the default in "Search Filters".
The search result in Jira 8 is changed from Jira 7.

Steps to Reproduce

1.Save the filter as "フィルターテスト1".
2.In "Search Filters(フィルターの検索)", search the filter with "フィルターテスト2".
3.The search result will be hit "フィルターテスト1".

Expected Results

The filter "フィルターテスト1" will not be hit.
(This is same result as Jira 7)

  • search with "フィルターテスト1"
    
  • search with "フィルターテスト2"
    

Actual Results

The filter "フィルターテスト1" will be hit.

• Jira 8
  • search with "フィルターテスト1"
    
  • search with "フィルターテスト2"
    

Workaround

You need to search with ""フィルターテスト2"".

With double quotes(""), you can use exact match.
