      Jira fields, schemes, projects defaults and other issues and projects parameters are only configurable in Jira itself (via the UI or REST API).

      Suggested Solution

      Enable Jira projects and issues configuration to be managed as code via Terraform by creating an official provider that's owned and maintained by Atlassian.
