Issue Summary
When a menu from the blue menu is large enough, the blue header area disappear. It would not actually be possible to scroll up to show the top part of the page after replicating the issue unless the page is being refreshed.

Steps to Reproduce
- Add a lot of dashboards.
- Open an issue in issue view and select "Dashboards" from the header.
- Click the "Dashboards" menu in header area when viewing any issue
N.B. The problem also occurs when there is a large quantity of other menu items in the header such as "Issues" and "Filters".
Expected Results
Header is visible, Add comment button is in view, No missing/scrolled out blue header on top.
Actual Results
The blue header area is not present (see the attachment)
It is not possible to scroll up to show the top part of the page after replicating the issue unless the page is being refreshed or resized to a larger vertical size.
Workaround
Reload the page.
Notes: Replicated on Chrome and Safari. Firefox works fine.
