Issue Summary

The Permissions dialog does not returns the focus to the main window when it gets closed via the cancel button.

Steps to Reproduce

1. Login as an admin user.
2. Go to Administration panel -> Issues -> Permission Schemes.
3. Click on the Permissions link for any of those e.g. default permission scheme.
4. Click Edit at any of the visible permissions.
5. Click Cancel at the appeared dialog.

Expected Results

The focus should return to the background window when the dialog/modal is closed.

Actual Results

The screen remains greyed, until a click is made or the escape button is pressed.

Workaround

No workaround, just click at any place.
