Issue Summary

JIRA hangs when Edit button is clicked. This happens when all fields are removed from the Edit Screen.

Steps to Reproduce

1. Create a new project
2. Go to the project's project administration page > Screens > Click on Edit Issue Screen
3. Remove all fields from Edit Issue screen
4. Create issue from this project
5. Click on Edit button

Expected Results

1. Have the same behavior as if the user has no edit permissions in the project permission scheme: No EDIT button and nothing if we use the 'e' shortcut
2. it should like transition screen when we do not assign any field in screen, it should pop up a empty screen with "Comment" field.

Actual Results

1. JIRA will keep spinning forever and press ESC seems not working.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
