Issue Summary
In Jira 8.18.2, viewing board will show below error if profile language is Japanese.
Exception: Uncaught TypeError: Cannot read property 'initViewActions' of undefined
Steps to Reproduce
- Create a software project
- Change user profile language to Japanese
- Select the project from top menu.
Expected Results
The board for the project will be shown properly.
Actual Results
The below exception will show in the page:

Set language in profile from Japanese to English
