Viewing issue attachments as an anonymous user results in error message "Ouch! We can't load the image."

Issue Summary

Anonymous user are unable to view issue attachments. Getting error message "Ouch! We can't load the image.".

Steps to Reproduce

1. Add one image attachment to an Issue on Jira software v8.15.0 or above.
2. Go to Project settings > Permissions > Scheme > Project permissions.
3. Set "Browse Projects" permission to "Group" as "Anyone on the web"
4. Copy the issue URL <Jira base URL>/browse/<issue-key> and try to access it in a different / incognito browser.(In this case we are viewing the issue as an anonymous user by not logging to the Jira application).Please refer to the attached screenshot.
5. You should be able to view the issue details, but clicking on attachments results in "error message "Ouch! We can't load the image.".

Expected Results

Any user on the web can view the issue attachments after setting "Browse Projects" permission to "Group" as "Anyone on the web"

Actual Results

Anonymous users were unable to view issue attachments.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
