Accessibility - Keyboard users can not access the "Configure Fields" options when editing an issue

Issue Summary

When using a screen reader to create an issue, the button "Configure Fields" to add additional fields on the screen can not be accessed by keyboard users.

Environments used for the test
1. Chrome 92.0.4515.107/Windows 10/JAWS 2021
2. Firefox 90.0.2/Windows 10/JAWS 2021
3. Chrome 92.0.4515.107/Mac OS/Mac Voice Reader.

Steps to Reproduce

1. Click the button to create a new issue
2. Using only the keyboard, press <tab> until the focus is on the "Configure Fields" button

Expected Results

The screen reader should identify the button "Configure Fields"
We should be able to navigate the window, hear the name of the field, and if it is selected or not selected
We should be able to click at the field to select or unselect the field

Actual Results

We are not able to move inside the "Configure Fields" window using the keyboard.
For Firefox, the JAWS reader can not identify any field from the Edit View window and when reaching the "Configure Fields", we can not expand the window.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
