Accessibility - keyboard users can not reach the 3 dots icon to expand the menu of options at the issue view

Issue Summary

When using a screen reader to view an issue, the menu of options icon represented by "..." for sessions like Attachments and subtasks do not receive focus and therefore cannot be reached and operated by keyboard users.

Environments used for the test
1. Chrome 92.0.4515.107/Windows 10/JAWS 2021
2. Firefox 90.0.2/Windows 10/JAWS 2021
3. Chrome 92.0.4515.107/Mac OS/Mac Voice Reader.

Steps to Reproduce

• Edit an Issue with Attachments
• Press tab until reach Attachments session
• Press tab to reach the options menu "..."

Expected Results

• Reach the options menu and hit Space or Enter to expand it

Actual Results

• We can not reach the options menu with the keyboard as it does not receive focus

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
