Accessibility - keyboard users can not reach the "Full View", "List View" or "Filter" controls in the gadget activity stream

Issue Summary

One of the default gadgets presented at the System Dashboard is the "Activity Stream" Gadget.
When using a screen reader, the following controls do not receive focus and therefore cannot be reached and operated by keyboard users: the "Full View", "List View" or "Filter" controls in the gadget "Activity Stream".

Environments used for the test
1. Chrome 92.0.4515.107/Windows 10/JAWS 2021
2. Firefox 90.0.2/Windows 10/JAWS 2021
3. Chrome 92.0.4515.107/Mac OS/Mac Voice Reader.

Steps to Reproduce

1. Access Jira System Dashboard. By default, one of the gadgets is the "Activity Stream"
2. Press < tab> until reaching the Gadget and hear "activity stream edit level 2"
3. Press <tab> again to reach the image actions for "Full View"

Expected Results

1. Reach the "Full View", "List View" or "Filter" controls

Actual Results

1. the following controls do not receive focus and the focus goes to the "Feed" control.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
