It would be really nice if we could have a mode added to rate limiting where we set a rate limit for all (or with exceptions, I suppose even) and it just monitors for rate limit exceptions and outputs those that WOULD have been rate limited.

So basically a test mode to see how your rate limit will affect users once implemented without affecting them to find out.
