Currently, a Jira administrator can restrict the ability to edit a custom field by removing it from the Edit Issue Screen. However, this measure causes the field to not be editable by anyone.

The value provided by Jira would be increased if a Jira administrator could restrict a user's ability to edit certain custom fields based on project roles and/or the user's groups.
