Apply custom field permission checks lazily

      Problem Definition

      Generation of the list of custom fields available to the user for use in JQL queries on instances with large amount of projects (>~7000) takes a long time to complete. That time grows linearly with the amount of projects in the system - and so does the associated performance impact.
      At certain threshold, it can impact the overall system stability.

      Suggested Solution

      Apart from upgrading to a fixed version, only a significant reduction in the number of projects can help.
