Provide Jira Admins user activity information for license administration and audit purposes

As a Jira Admin, I'd like to have a report on users activities to assess if they're making use of Jira licenses or not, for the purpose of unlicensing inactive users.

The report could be similar to what's described in How to audit license usage and user activity in Jira:

• Last login
• Last time a Dashboard was viewed
• Last time a Board was viewed
• Last time an issue search was performed
• Last time an issue was browsed (viewed)
• Last time an issue was created
• Last time an issue was transitioned
• Last time an issue was commented
• Last time an issue was assigned to the user
