Issue Summary

Non-admin users get common.forms.ajax.timeout error while trying to view a workflow which is shared among 7000 projects. Problem is related to additional permission check executed for Non-admin users.

Steps to Reproduce

1. Create a workflow
2. Use the same workflow among a very large number of projects ( 7000 for example )
3. Login as a non-admin user ( Project Lead )
4. Go to Project Settings > Workflows

Expected Results

User should be able to view the workflow in a couple of seconds

Actual Results

Below error message is displayed in the UI,
