Notification about created issue for all watchers is never triggered

Issue Summary

It is possible to add "all watchers" in the notification scheme for Issue Created. However, it is only possible to add watchers to an issue after the issue is created, so the watchers will not receive an email notification about the creation of an issue.

Steps to Reproduce

You can configure the following setting in Notification Scheme.

Expected Results

We can't configure that setting because we can add watchers only after reporting an issue.

Actual Results

We can configure that setting.

Workaround

There is no workaround now. Keeping in mind this setting is never triggered.
