Issue Summary

Each push notification is verified on active license. Some license types are treated as invalid. And thus no push notification.

Steps to Reproduce

Notify mobile user from web with inactive mobile app

Expected Results

Receive push notification

Actual Results

No push notifications, atlassian-jira.log contain:

Uncaught exception thrown by REST service: Create push notification endpoint is unsuccessful with error message: Invalid license
