License count for nested group users are counted towards the license although nested group is disabled.

      Issue Summary

      Although the Nested Groups option has been disabled in the Jira internal directory, the users who are members of the child group are still counted towards the license and application access.

      Steps to Reproduce

      1. Create 2 groups
        1. group-a
        2. group-b
      2. Create a new user user-a and ensure that this user is only a member of group-b
      3. Enable Nested Groups for the Jira Internal Directory
      4. Add group-b as a member of group-a in the Edit Nested Group Members configuration :
      5. Give application access to group-a for any application. ( In this example i will be using Jira Service Management )
      6. Now we can see there is 1 used license on the Application access page and also the Versions & licenses page below :
      7. We can also see that the user is a member of both group-a ( parent group ) & group-b ( child group )
      8. Now, disable the Nested Groups > Save and Test
      9. Verify if the user is only a member of group-b ( child group )
      10. Check the Application access page and also the Versions & licenses

      Expected Results

      Used Licenses count should decrease when the nested groups is disabled

      Actual Results

      Used Licenses count remains the same even after the nested groups is disabled

      Additional Test :

      1. We we also able to confirmed that while the Nested Groups option is disabled, any new user who is added to a nested group will count towards license although from the users page they are not a member of the parent group which has application access.
      2. Restarting Jira does not help. ( Ruling out cache here )
      3. When clicking on the used license from this page :

        It will not return any users :

      Workaround

      Remove the users from the nested group/delete the child-group from Jira as a workaround
