User Picker is shown instead of Group Picker while editing group members of a project role

Issue Summary

It should show group picker in editing group members of project role, when click group picker icon. However,  the user picker is shown.

Steps to Reproduce

1. JIRA ADMINISTRATION > System > Project role 
2. Select a role , and click 'Manage Default Members'
3. Click 'Edit' of Default Groups
4. Click the icon of group picker

Expected Results

The group picker popup window is shown.

Actual Results

The user picker popup window is shown.

Workaround

Input the group name directly, instead of using group picker to choose.
