Allow users to set releases' Start and Release Dates without the Administer Projects permission

    Description

      Currently, in Jira Software, the Administer projects permissions required whenever a user wants to alter the Start date and Release date fields of a version in the Releases tab.

      However, larger organizations tend to have more defined roles, and granting the entire set of permissions associated with the Administer projects permission could be considered as excessive or even as a security concern under certain conditions.

      Because of that, it would be helpful to Jira System Administrators if they were able to divide the permissions included in the Administer projects permission, allowing them to grant access to certain functions that users need to have access to, without granting this larger set of project administration permissions.

      In this particular case, we would like to have the ability to set the Start and Release dates associated with the Versions in the Release section of a project.
