Issue Summary

Jira Menu bar icons are too big after upgrade to Jira service desk 4.12 and higher. Same for Jira software 8.12 and higher. There has been fix for the title size in 4.14 version(JRASERVER-71641

) but icons are still big. 

Steps to Reproduce

1. Install Service desk 4.12/Jira software 8.12 or higher
2. Login and verify icons like a cog wheel etc

Expected Results

In the older version these icons were small (cog wheel etc)

Actual Results

Now the icons are big

Workaround

Configure your announcement banner to include this
