"Header navigation - highlight background colour" does not effect

      Issue summary

      Changing the colour for "Header navigation - highlight background colour" in Look and Feel configuration isn't working when the Header-background colour is changed to white or any light colour. It shows grey colour of header navigation.

      Steps to reproduce

      1. Go to Administration > System > Look and Feel
      2. Modify the colour of Header - background colour to #ffffff
      3. Modify the colour for "Header navigation - highlight background colour"
      4. Refresh the page and select any menu in header.

      Expected results

      The selected colour should change the background colour of the Header navigation - highlight background colour colours.
       

      Actual results

      The Header navigation - highlight background colour is showing grey.

      Workaround

      No workaround at this moment

            For the Search box, we work around this by having this in the announcement banner:

            We have the same issue on Jira server 8.16.1 after upgrade.
