Problem with the navigation bar and issue view starting Jira 8.13

Issue Summary

Problem with the navigation bar and the issue view page when the column bar is having a long list or details and the browser window is small. 

Steps to Reproduce

1. For example, go to the issue column in the Jira instance screen
2. Make the browser screen a little shot 
3. If the issue has a long list saved filter or details 
4. The top bar shifts upward and disappears from Screens when clicked on the issue icon 
5. Also, the user is unable to scroll down to the manage filters from the issue view page.

Expected Results

The project issue tab bar should remain on the screen - able to replicate in Jira 8.5.3 version.
User should be able to scroll down to the Manage filters option from the issue view.
 

Actual Results

The project issue tab bar should remain on the screen disappear  - able to replicate in Jira 8.13 version.
The scroll doesn't move down to the filter options rather scrolls the main page.

Workaround
