Problem Definition

Jira Cloud has a completely different display for view issue details.  This is most commonly refered to as "The New Issue View" for lack of a more concise term.  More details about it are explained in https://support.atlassian.com/jira-core-cloud/docs/what-is-the-new-jira-issue-view/

However Jira Server and Data Center do not utilize this new issue view at all.  Users would like to see the same features in Data Center/Server editions as exist in the Cloud edition.

Suggested Solution

Implement the option for the same 'New Issue View' for on premise editions of Jira

Why this is important

• UI consistency between Jira editions is very important towards not confusing users
• Simplify testing for developers that would want to create apps for Jira regardless of Cloud/Server/DC
