Default text color for create button doesn't have enough contrast

Steps to Reproduce

1. Launch Jira
2. Set colotr palette to the default

Expected Results

Text contrast is at least 4.5:1

Actual Results

Text contrast is 3:1

Workaround

Change look and feel color to have more contrast.
