Today, when the property "jira.issue.editable = false" is set in the status of an issue, you can not create any sub-tasks under that issue.

It would be great if we could create sub-tasks under those parent issues, as we already have other permissions to specifically block the creation of sub-tasks:

• jira.permission.subtasks.create
