Issue Summary

Dropdowns for navigation bar menu items are incorrectly positioned
(a note: the bug is present for dynamic, async. dropdown menus, meaning it doesn't affect those with static content)

Prerequisites

Have Jira display some banner message at the top of the page

Steps to Reproduce

Click on any of nav menu items to display dropdown menu

Expected Results

The dropdown is positioned right below the clicked nav menu item

Actual Results

The dropdown is positioned incorrectly

Workaround

Make the banner message disappear
