In older versions of Jira such as Jira 7.8.x (even as new as 8.5.4), the top area of issue navigator contains the total issue count and a refresh icon.

However, in more recent version such as 8.11.x, this is no longer the case. Instead, it only shows at the bottom of the page.

We would like to ask that total issue count and refresh icon appears on the top too.
