For Jira Data Center, currently webhooks are built to occur synchronously, which can lead to a backlog of requests, and can negatively impact performance. Some large organizations have banned webhooks for integrations as the requests have caused slower performance and requests that do not occur if they are not performed in a timely manner.

If webhooks could occur asynchronously, then there would be a significant decrease on the impact to organizations using webhooks within Jira for additional integrations with other tools.
