Issue Summary

When selecting a dropdown, Z-index does not consistently cause the menu to come to the front causing other elements on the page to be in front of the drop-menu.

Steps to Reproduce

1. Go to an impacted page (tested on the "manage apps" settings page
2. Click a dropdown menu

Expected Results

The dropdown shows all options on the page with no overlap
