Issue Summary

As a Jira administrator I would like to change default run interval of the scheduled automatic node management feature JRASERVER-42916. Apparently if I change the value it will be not set.

Steps to Reproduce

1. Create _jira-config.properties - documentation how to do it 
2. Set the value of the property to value grater than one:

3. cluster.state.checker.run.interval.in.minutes = 2

4. Start Jira

Expected Results

The below message should be found in the atlassian-jira.log file:

Service has been registered with run interval 120000 ms.

Actual Results

The below message can be found in the atlassian-jira.log file:

Service has been registered with run interval 60000 ms.
