Issue Summary

There is no permission settings that blocks editing of Time Tracking fields in bulk edit, although all other fields are blocked.

Steps to Reproduce

1. Create a user with only browse projects permission.
2. Do a bulk edit of any issue.

Expected Results

Only the Comment field is editable.

Actual Results

The Time Tracking fields (Original Estimate and Remaining Estimate) are available to edit, and values of those fields can be changed on the issue.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
