Allow users with Administer Projects permission to change the category of a project

In our multi department use of Jira, there are multiple project managers and we use categories to mark projects as closed.

Having to bother the admin everytime is non-efficient.

I would like to allow users with the "Administer Projects" permission to change the "Project Category".
