Disabling HTML renderer in custom field description breaks the system field description

Issue Summary

With 8.7, the default behavior of the Enable HTML in custom field descriptions and list values items option will now be switched to OFF for new Jira installations and the upgraded ones that have never used it. Please check the link below for details :

With this option set to off by default, many systems field descriptions that contains HTML characters are represented with HTML code there than plain text 

Steps to Reproduce

1. Go to field configuration tab>time tracking
2. You will see under description the HTML code appears

Expected Results

If "Enable HTML in custom field descriptions" is set to off by default then the system field description should be adjusted to display as plain text rather then HTML code

Actual Results

Right now when we check the system field description then it is showing the HTML code in the description

Workaround

User can turn on the "Enable HTML in custom field descriptions" option which resolves the issue
