Accessibility: Create Issue dialog does not work in Safari when using VoiceOver

      Issue Summary

      Using VoiceOver while logged into Jira in Safari does not allow you to access the Create Issue dialog.

      Steps to Reproduce

      1. On macOS 10.15.3 and Safari 13.0.5 (15608.5.11), enable VoiceOver via CMD-F5, and access Jira in Safari.
      2. Use the C (keyboard shortcut) to create new issue
      3. Tab to the different fields in Create new issue.

      Expected Results

      Spoken feedback to allow access to the Create Issue dialog.

      Actual Results

      Silence in VoiceOver + Safari.

      Workaround

      The issue is not reproducible using VoiceOver + Chrome or using NVDA + Firefox. The issue is isolated to Safari alone.
