Description
In my introduction I have HTML which is a one-step link to create an issue:

In version 3.2.1, clicking on this link causes the user to receive an error:
Create Issue

You are not logged in, and do not have the permissions required to browse projects as a guest.
To browse projects first login
Obviously, the user is logged in.
In both cases (3.03 and 3.2.1) the URL is the same:
